Bell was studying for Level 4 – Quantity Surveying Technician – HNC Construction at MidKent College. Transitioning from a background in supply chain materials management, he was praised for “embracing a steep learning curve, mastering construction-specific techniques, terminology and technologies that are outside his current professional scope”.
