London’s affordable housing delivery is falling short, report says

Has “net zero” increased the costs? Also years ago the “Parker Morris” minimum standards for Council Housing required far higher standards for size, insulation, power and lighting points than were provided to privately developed housing. Is this still the case for “affordable” housing developments?
Also I thought Gypsy, Roma and traveller communities did not require permanent ‘building’ – just a bit of civil engineering to provide access, hardstanding, power, water and sewage facilities – so why the delay?
